Bills & Overtures Committee
This committee plays a critical role in handling proposals that come before the presbytery, especially those that may require significant deliberation or decision-making.
Here’s an overview of its key responsibilities:
- Review and Recommendation of Overtures: The committee is tasked with receiving, reviewing, and providing recommendations on overtures that originate from local congregations or individuals. These overtures may propose changes to the Book of Order, call for new actions or policies, or raise broader concerns for the denomination.
- Examination of Proposed Amendments: When the General Assembly sends constitutional amendments to presbyteries for approval, the committee reviews the proposed changes. It carefully examines their theological, constitutional, and practical implications before presenting its findings and recommendations to the presbytery for a vote.
- Interpretation of Actions: The committee may also be called upon to interpret actions of the General Assembly, particularly when there is ambiguity or when presbyteries are asked to implement new policies. In these cases, the committee offers guidance on how to align local action with national decisions.
- Facilitating Discussion: Given the sometimes complex or contentious nature of overtures and bills, the committee facilitates discussions at presbytery meetings. This includes leading open debates, fielding questions, and ensuring all voices are heard before votes are taken.
- Maintaining Presbyterian Polity: The committee ensures that all matters before the presbytery adhere to the established polity of the PC(USA). They act as guardians of the process, ensuring overtures are in order and handled according to the denomination's rules.
- Service to the Committee: Serving on the Bills and Overtures Committee requires a deep understanding of Presbyterian governance, theological insight, and a commitment to careful, prayerful discernment. Members should come prepared to read and reflect on overtures, participate actively in discussions, and offer their unique perspectives to help the presbytery reach faithful decisions.
The committee’s work is essential to maintaining the order, health, and faithful witness of the presbytery, ensuring that decisions are made in alignment with our shared Reformed values.
